Oregon Recreation Trails Advisory Council
The Oregon Recreation Trails Advisory Council (ORTAC) was established in 1971 as part of the Oregon Recreation Trails System Act. The impetus of the act was to provide for the ever-increasing outdoor recreation needs of an expanding resident and tourist population and to promote public access to the outdoor gems of Oregon.
The Oregon Recreation Trails Advisory Council (ORTAC) consists of seven members, at least one from each congressional district and not less than two members from separate counties bordering upon the ocean shore. Members of the Council are appointed by the OPRD commission, serve at the pleasure of the Commission for four-year terms, and are eligible for reappointment.
ORTAC is advisory to the Commission and the Department on subjects related to non-motorized recreational trails. They advise on the development of trails and the Statewide Trails Plan to ensure trails are established both near the urban areas of this state and to the highly scenic areas more remotely located.
ORTAC designates state significant trails to highlight the best urban and scenic trails in Oregon. Members of the Council may serve on a variety of other OPRD committees responsible for reviewing grant-funding proposals and developing statewide plans.

Statewide Trail Plan
ORTAC is involved in developing the Statewide Trail Plan every ten years. The first trails plan was established in 1975. The current Trails Plan was developed from 2003 to 2005. The Oregon Parks and Recreation Department and ORTAC actively engaged recreational trail providers, interest groups and citizens across the state in a planning effort to complete a statewide trails plan for Oregon. It is the state´s "official plan for recreational trail management" for the next 10 years, serving as a statewide and regional information and planning tool to assist Oregon recreation providers (local, state, federal and private) in providing trail opportunities and promoting access to Oregon´s trails and waterways. It also identifies how the state´s limited resources will be allocated for motorized, non-motorized and water trail projects throughout Oregon.
Oregon has taken an innovative approach to statewide trails planning by conducting simultaneous motorized, non-motorized and water trails plans. Each is a comprehensive study and depiction of the state of recreational trail and non-motorized boating use in Oregon. The final trails plan Oregon Trails 2005-2014: A Statewide Action Plan is now available.
